A New Name & Factor Distribution Program for the HTC

The Hemophilia Treatment Center (HTC) at Primary Children’s is excited to announce a new name as well as participation in a 340B Factor Distribution Program.

The Hemophilia Treatment Center (HTC) will now be known as the Intermountain Hemophilia and Thrombosis Center. This name more accurately reflects the physical location of the HTC as well as the services we provide to the bleeding disorders community.

Because we receive a modest federal grant, we are eligible and encouraged by the federal government to participate in the 340B Program (sometimes referred to as the Public Health Service Program). The purpose of a 340B Program is to reduce the high cost of care as well as enhance the quality of care for HTC patients.

After investigation of several options, we have decided to collaborate with Intermountain Homecare for pharmacy services. This partnership allows for integration of services and seamless delivery of care between the HTC and the pharmacy as well as significant savings in the cost of care for those of you who choose to participate in the 340B factor program. Participating patients are provided with the following services through Intermountain Homecare:
•    Patient choice of all brands of anti-hemophilic factor
•    Attentive customer service
    24 hour phone contact
•    Emergency same day delivery arranged when needed 24 hours a day, 7 days per week, 365 days per year
•    Compassionate collections policy
•    Cost-based factor pricing to patients and insurers with full price disclosure and utilization reports
•    Comprehensive home factor delivery (including a range of ancillary supplies as well as a sharps program)
•    Insurance advocacy (contact us regarding your specific insurance plan)
•    Coordination of factor needs, treatment plans and education of staff for patients admitted to any and all hospitals
•    Coordination of nursing services (home nursing services arranged when medically necessary)
•    Matching of patient factor response to required dosing
•    Patient education programs
•    Billing and collection services
•    Provision of factor for uninsured patients during short term lapses as resources are available as well as a dedicated advocate for a Patient Assistance Program
•    Product recall procedures in place to notify patients in the event of a recall of the factor received
•    Any modest profits realized returns to the HTC to fund direct patient services and programs, including rural outreach clinics

So how does the 340B Drug Pricing Program work?
The 340B Drug Pricing Program is a federal discount program available to HTC’s and other covered entities. It allows HTC’s to purchase clotting factor at a discount for their patients. Factor purchased through the 340B program is for outpatient use only.

Why has the HTC chosen to participate in a 340B pricing program?
The HTC would like to reduce the cost of care for patients as well as enhance the quality of care we provide. Due to annual shrinking of the federal dollars we receive, our current sources of funding make it increasingly difficult to provide the care we wish to provide. Through participation in the 340B Drug Pricing Program we will be able to reduce the cost of care as well as stretch our federal grant dollars to support direct patient services and programs.

Consistent with the federal grant the HTC receives, income from the 340B program will be used to promote:
 “(1) Maintenance and enhancement of comprehensive care teams to meet the medical, psycho-social, peer support, and genetic counseling needs of individuals and their families, throughout their lifetime, including the transition from pediatric to adult care; (2) Continued outreach to unserved and underserved people with congenital bleeding disorders; (3) Continued collaboration with hemophilia treatment centers with the defined area and promotion of family- entered care within the client population; (4) Facilitation of the provision of factor replacement products and other therapies as part of the comprehensive care of individuals with hemophilia and related bleeding disorders or clotting disorders such as thrombophilia. Facilitation of the provision of products may be facilitated through provision by a Hemophilia Treatment Center either directly or by referral to other possible sources of provision.”

How do you participate in the discounted factor program?
•    Participation in this program is voluntary.
•    To be eligible to participate in the 340B program, you need to be a current patient of the HTC.

Regardless of your participation in the 340B program, we continue to be committed to providing you the highest quality and most current care of your bleeding disorder. We will also continue to partner with the Utah Hemophilia Foundation to look for opportunities for enhanced care of patients and families in the bleeding disorders community.
